The debate over the proposed Uniform Civil Code (UCC) has gained fresh political attention in Uttar Pradesh after Union Home Minister Amit Shah reiterated the government’s intention to implement the law in states ruled by the National Democratic Alliance (NDA). However, key BJP allies in Uttar Pradesh have so far maintained a cautious position and have not publicly declared their stand on the issue.

Shah recently said that the Uniform Civil Code would be implemented in all NDA-governed states before 2029. His statement has brought the issue back into focus in Uttar Pradesh, where the next Assembly election is scheduled for 2027.

The BJP has consistently supported the implementation of a Uniform Civil Code and has included it among its major political commitments. Party leaders in Uttar Pradesh have indicated that the state government would consider taking the issue forward following the latest announcement by the Union government.

BJP reiterates commitment to UCC

The BJP has maintained that the Uniform Civil Code is part of its long-standing political agenda. The proposed code seeks to establish a common set of personal laws applicable to citizens irrespective of their religion.

Issues generally associated with the UCC include marriage, divorce, inheritance, adoption and other matters governed by personal laws.

BJP leaders have argued that a common legal framework would promote equality and uniformity in civil matters. The party has repeatedly maintained that the implementation of the UCC is a key part of its broader policy agenda.

The latest statement from the Union home minister has therefore renewed expectations that BJP-ruled states could begin taking concrete steps towards implementation.

BJP allies remain cautious

While the BJP has clearly reiterated its position, its alliance partners in Uttar Pradesh have not yet publicly committed themselves to supporting the proposal.

The Rashtriya Lok Dal (RLD), an NDA partner, has indicated that it would consult its leadership before taking a position. The party has a significant political presence in western Uttar Pradesh, particularly among sections of the farming and Jat communities.

Another important BJP ally, Apna Dal (Soneylal), has also avoided making a definitive public statement on the UCC. The party has considerable support among sections of the Kurmi community and other backward-class groups, particularly in parts of eastern Uttar Pradesh.

Similarly, the Suheldev Bharatiya Samaj Party (SBSP), led by Om Prakash Rajbhar, has not clearly announced its position on the proposed code.

The cautious approach adopted by these parties comes despite their participation in the NDA alliance. Their positions could become clearer as discussions over the issue progress and the 2027 Uttar Pradesh election approaches.

UCC becomes part of 2027 political debate

The renewed discussion over the Uniform Civil Code comes at a politically important time for Uttar Pradesh.

The state is scheduled to vote in its next Assembly election in 2027, and political parties are expected to focus on a range of issues, including development, employment, caste representation, welfare schemes and social policies.

The UCC could become another significant issue in the political debate.

For the BJP, the proposal represents a continuation of one of its established policy positions. The party could use the issue as part of its broader political messaging as preparations for the next Assembly election intensify.

However, the response of BJP’s alliance partners could be important because these parties have their own regional support bases and political priorities.

The renewed UCC discussion has also drawn a response from opposition parties in Uttar Pradesh.

Samajwadi Party president Akhilesh Yadav has criticised the BJP’s approach and questioned the government’s priorities. The opposition has frequently challenged the BJP over issues relating to personal law, social policy and the government’s broader political agenda.

The issue is therefore likely to generate political debate between the ruling alliance and opposition parties in the run-up to the 2027 Assembly election.

Different approaches among NDA partners

The UCC debate also highlights the political complexities within the NDA.

Although the BJP has maintained a clear position on the issue, individual alliance partners may have different political considerations in their respective states and constituencies.

In Uttar Pradesh, the RLD, Apna Dal (Soneylal) and SBSP have so far refrained from openly endorsing or rejecting the proposal. Their eventual positions could influence discussions within the ruling alliance as the state considers whether and how to move forward with the issue.

The BJP, meanwhile, continues to maintain that the UCC is an important part of its political agenda.

What happens next in Uttar Pradesh?

The immediate focus is expected to be on whether the Uttar Pradesh government begins a formal process to examine or introduce legislation related to the Uniform Civil Code.

The issue could also become increasingly prominent within political discussions ahead of the 2027 Assembly election.

For now, the BJP has reaffirmed its commitment to the UCC, while its principal allies in Uttar Pradesh have chosen to wait before publicly declaring their positions. The coming months could provide greater clarity on how the NDA partners approach the proposal and whether the state government takes concrete legislative steps.
