The Congress has renewed its demand for constitutional safeguards to protect land ownership and employment opportunities for the people of Jammu and Kashmir, arguing that special protections are necessary to preserve the region’s demographic, economic and social interests.
Congress MP Syed Naseer Hussain highlighted concerns over the future of land rights and government employment opportunities in Jammu and Kashmir, urging the Centre to introduce measures that would provide legal security to local residents. He said that such safeguards were essential to protect the interests of the people following the major constitutional changes introduced in the region in 2019.
The Congress leader also reminded the government of its earlier commitments regarding the restoration of statehood to Jammu and Kashmir. He pointed out that repeated assurances had been made by the Prime Minister and the Union Home Minister about bringing back statehood, but the promise was yet to be fulfilled.
According to Hussain, restoring statehood and ensuring constitutional protections for land and jobs are among the key issues affecting public confidence in the region. He argued that people of Jammu and Kashmir have been waiting for greater political representation and safeguards that address their concerns.
Congress Raises Concerns Over Local Rights
The demand for protections over land and employment has remained a major political issue in Jammu and Kashmir, particularly after the reorganisation of the former state into two Union Territories — Jammu and Kashmir and Ladakh — in August 2019.
Congress leaders have repeatedly maintained that residents should have safeguards similar to those available in several other states and Union Territories where specific laws protect local land ownership and employment opportunities.
Hussain stressed that constitutional provisions should be considered to prevent uncertainty among local communities regarding access to jobs and ownership of land. He said that protecting these rights would help maintain the region’s unique identity while supporting economic development. 
Statehood Restoration Remains a Major Political Demand
The restoration of statehood has emerged as a central demand among several political parties in Jammu and Kashmir. Leaders across the political spectrum have called for the return of full statehood, arguing that it would strengthen democratic representation and allow locally elected institutions to have greater authority.
The Congress has continued to press the Union government on the issue, stating that restoring statehood would be an important step towards rebuilding trust between the people of Jammu and Kashmir and the Centre.
Hussain’s remarks came amid ongoing political discussions over the future governance structure of the Union Territory and the expectations of residents regarding democratic rights, development and representation.
Opposition Seeks Greater Protection for Residents
The Congress has maintained that constitutional safeguards for land and employment are not only economic issues but are also connected with the cultural and social security of the people of Jammu and Kashmir.
The party has argued that similar protections exist in various parts of India where local communities have been provided special provisions to protect resources, traditions and employment opportunities.
