The Union Government has announced a major initiative to strengthen India’s immigration infrastructure by establishing Foreigners Regional Registration Office (FRRO) facilities at the headquarters of every state by 2027. The move forms part of a broader strategy aimed at modernising immigration services, improving airport security, and delivering a smoother travel experience for domestic and international passengers.
The decision was taken during a high-level review meeting chaired by Union Home Minister Amit Shah along with Union Civil Aviation Minister Ram Mohan Naidu. The meeting focused on evaluating immigration systems, airport security, passenger convenience, and infrastructure development across the country’s major airports.
Officials from the Ministry of Home Affairs, Ministry of Civil Aviation, Bureau of Immigration, Intelligence Bureau, Central Industrial Security Force (CISF), Airports Authority of India, and other senior agencies participated in the discussions.
FRRO Offices to Reach Every State Headquarters
One of the key decisions from the meeting was the directive to establish FRRO offices at the headquarters of all Indian states by 2027.
At present, FRRO offices operate in a limited number of cities, handling visa extensions, registration of foreign nationals, Overseas Citizen of India (OCI) services, and several immigration-related functions. Expanding the network is expected to improve accessibility for foreign nationals and reduce the need to travel long distances for immigration services.
The initiative is also expected to enhance administrative efficiency by decentralising immigration-related processes and providing quicker access to services across the country.
Immigration Check Posts to Become Operational Soon
The Home Minister also instructed officials to expedite the operationalisation of authorised immigration check posts at Agartala Airport and Jewar International Airport in Uttar Pradesh.
These immigration facilities are expected to support the growing number of international travellers while strengthening border management and immigration monitoring. 
Push for Faster Immigration Through FTI-TTP
To encourage wider participation in the Fast Track Immigration–Trusted Travellers’ Programme (FTI-TTP), the government has proposed a new awareness mechanism involving airlines.
Passengers booking international flights may soon receive WhatsApp notifications inviting them to register for the programme. The initiative is intended to increase enrolment and reduce immigration waiting times for eligible travellers.
The Trusted Travellers’ Programme enables registered passengers to complete immigration procedures more efficiently through technology-driven processing systems.
Major Airport Modernisation Measures Announced
Alongside immigration reforms, the government outlined several measures to improve airport operations and passenger convenience across India.
A phased implementation of the Automatic Tray Retrieval System (ATRS) has been ordered for airports nationwide. The automated system is designed to improve efficiency during security screening while reducing dependence on manual handling.
Authorities have also been instructed to establish uniform standards so that all newly developed airports incorporate the technology from the outset.
Expansion of Baggage Drop Facilities
The government plans to extend baggage drop facilities beyond the 16 major airports where the service is currently available.
International airports experiencing heavy passenger traffic will receive priority, helping travellers complete check-in procedures more quickly and reducing congestion inside terminal buildings.
Integrated Passenger Flow Management
Recognising the increasing passenger volume at Indian airports, Amit Shah called for the creation of an integrated operational framework covering every stage of airport movement.
The proposed system will coordinate:
- Airport entry gates
- Check-in counters
- Security screening lanes
- Immigration counters
The objective is to minimise bottlenecks and ensure passengers experience uninterrupted movement throughout their airport journey.
Officials stated that coordinated planning across these touchpoints would significantly improve operational efficiency during peak travel periods. 
Independent Studies to Reduce Airport Delays
To further improve passenger experience, the Ministry of Civil Aviation and the CISF have been directed to independently commission third-party assessments during peak travel seasons.
These studies will examine passenger movement across airport facilities, identify causes of delays, and recommend improvements for reducing waiting times at security, immigration, and other checkpoints.
The government has also instructed that ongoing airport improvement projects be completed within the next two years.
Development Priorities for Upcoming Airports
During the review meeting, emphasis was also placed on accelerating airport infrastructure projects currently under development.
Authorities were directed to prioritise the construction and expansion of airports based on passenger demand while ensuring compliance with security standards prescribed by the Bureau of Civil Aviation Security (BCAS).
Commercial infrastructure within airports must also remain within approved planning norms while balancing passenger convenience and operational efficiency.
New Norms for Aerobridges
The Civil Aviation Ministry has been asked to formulate standard guidelines for determining the number of aerobridges required at airports.
The proposed norms will consider both passenger traffic and aircraft movement, ensuring airports have adequate infrastructure to support future growth in aviation demand.
Focus on Technology, Security and Passenger Convenience
The government’s latest roadmap reflects an integrated approach toward strengthening India’s aviation ecosystem by combining technological upgrades, enhanced immigration services, stronger security mechanisms, and improved passenger facilities.
With plans to expand FRRO services nationwide, modernise airport infrastructure, introduce automated screening systems, improve immigration processing, and streamline passenger movement, the initiative aims to prepare India’s aviation sector for rising international and domestic travel demand over the coming years.
