Manipur is preparing for another change at the highest level of its state administration, with Chief Secretary Puneet Kumar Goel set to retire at the end of August. His departure is expected to pave the way for the appointment of the state’s fifth chief secretary in roughly three years, a period marked by prolonged ethnic tensions, administrative challenges and efforts to restore stability.

Goel assumed charge as Manipur’s chief secretary on July 21, 2025. His tenure is now coming to an end with his superannuation, triggering another transition in the state’s senior bureaucracy. The change comes at a particularly sensitive time, as the administration continues to deal with security concerns and tensions between different communities.

Rajeev Singh Thakur likely to take charge

Although a formal announcement on Manipur’s next chief secretary was still awaited, Rajeev Singh Thakur, a 1995-batch Indian Administrative Service officer, has emerged as the likely successor.

Thakur is currently serving as programme director for administration, governance and reforms and infrastructure connectivity at NITI Aayog. His possible appointment follows a significant administrative development earlier this week.

The Department of Personnel and Training issued an order on August 28 approving Thakur’s inter-cadre transfer from Rajasthan to Manipur. The decision was cleared by the Appointments Committee of the Cabinet and involves the curtailment of his central deputation.

Under the approved arrangement, Thakur’s transfer to the Manipur cadre will continue until June 30, 2029, which corresponds to his expected date of superannuation. The transfer was approved as an exception to the existing policy.

The move has strengthened expectations that Thakur could soon be given charge of the state’s top bureaucratic position.

Fifth chief secretary since the ethnic conflict began

The anticipated appointment would make Thakur the fifth chief secretary of Manipur since the outbreak of the state’s latest ethnic conflict in May 2023.

The position has seen considerable turnover during this period. Before Puneet Goel, Rajesh Kumar, Vineet Joshi and Prashant Kumar Singh served as the state’s chief secretaries.

Such frequent changes at the top of the administrative structure have taken place against the backdrop of one of the most difficult periods in Manipur’s recent history. The state has experienced prolonged ethnic violence, displacement, security concerns and continuing efforts to rebuild public confidence and restore normal administrative functioning.

The chief secretary plays a central role in coordinating the state government’s administrative machinery and implementing decisions across departments. Consequently, every change in the position assumes added importance when the state is facing an extended security and governance crisis.

Goel’s tenure coincided with continuing efforts to restore normalcy

Goel took over as chief secretary in July 2025, at a time when Manipur was still dealing with the consequences of the violence that erupted in 2023.

During his tenure, the administration remained focused on governance and efforts to address the consequences of the conflict. The state has continued to face the complex task of managing displaced populations, maintaining essential services and supporting efforts aimed at restoring peace.

Chief Minister Yumnam Khemchand Singh recently hosted Goel at his official residence as part of the transition process. The meeting marked a formal acknowledgement of the outgoing chief secretary’s service as he prepares to retire.

Goel’s departure therefore comes at a time when continuity in administration remains particularly important for Manipur.

New chief secretary to inherit a challenging security environment

The incoming chief secretary is expected to assume office amid continuing security concerns in parts of Manipur.

Recent incidents have added to tensions involving Naga and Kuki communities. On Wednesday, four Naga civilians were killed in an ambush by unidentified gunmen in Kangpokpi district, an area where the Kuki community has a significant presence.

The incident has further highlighted the fragile security situation confronting the state administration.

For the next chief secretary, maintaining administrative coordination while supporting security and peace-building efforts is likely to remain a major priority. The officer will also have to work closely with the state government and central authorities as Manipur seeks to move towards greater stability.

Administrative continuity remains crucial

The frequent changes in the chief secretary’s office have become an important feature of Manipur’s administration since the beginning of the ethnic conflict.

While transfers and retirements are a normal part of the civil service system, changes at the highest administrative level can assume greater significance during a prolonged crisis. The chief secretary is responsible for coordinating several arms of the state government and ensuring that policy decisions translate into administrative action.

The next incumbent will therefore inherit responsibilities extending beyond routine governance. These include maintaining coordination among government departments, supporting rehabilitation and resettlement efforts, monitoring the security situation and helping the administration function effectively amid continuing social and political sensitivities.

The appointment of a senior officer with experience at the national level could also provide an important administrative link between Manipur and the central government.
