The Enforcement Directorate has intensified its investigation into an alleged multi-state chit fund and financial fraud case involving more than ₹2,000 crore, freezing 182 bank accounts and seizing over ₹1 crore in cash during searches at locations in Visakhapatnam and Hyderabad.
The agency said the searches were carried out on August 5 by its Bhubaneswar Zonal Office under provisions of the Prevention of Money Laundering Act, 2002. The searches targeted five premises associated with Wellfare Buildings and Estates Pvt Ltd (WBEPL), its directors and other individuals connected with the investigation.
According to officials, the enforcement action resulted in the seizure of ₹1.01 crore in Indian currency. Investigators also recovered documents and other material that they believe could be relevant to the alleged financial irregularities involving the company and its associated entities.
Six luxury vehicles seized during searches
Apart from the cash and documents, the agency also seized six high-end vehicles allegedly linked to WBEPL and its directors. Freezing orders were issued against 182 bank accounts as investigators continued examining the flow of funds and the financial dealings of the company and its associated individuals.
The searches were conducted at premises linked to former Andhra Pradesh MLA Malla Vijaya Prasad, Varaha Ramakrishna Satya Sinivasa Rao Alla and others, according to officials.
The investigation is being pursued on the basis of multiple First Information Reports and subsequent chargesheets filed by different law-enforcement agencies, including the Economic Offences Wing of the Odisha Police, the Central Bureau of Investigation and the Anti-Corruption Bureau of Jharkhand.
Alleged collection of more than ₹2,000 crore
Investigators allege that the directors and managing director of WBEPL collected more than ₹2,000 crore from thousands of investors across several states.
The states mentioned in the investigation include Odisha, West Bengal, Bihar, Jharkhand and Andhra Pradesh, among others. According to the agency, the money was collected through various schemes in which investors were allegedly promised land in Visakhapatnam.
The investigation alleges that the company attracted large numbers of investors before subsequently shutting down its branch operations across different parts of the country. Authorities have alleged that investors were consequently left without the promised returns or assets, resulting in substantial financial losses.
The scale of the alleged operation, involving investors spread across multiple states, has made the case a significant financial-crime investigation.
Alleged diversion of investors’ money
The enforcement agency has alleged that funds collected from investors were diverted for purposes unrelated to the stated schemes and were also used for personal gains.
Investigators have further alleged that the company’s financial records were manipulated to conceal the actual deposits received from investors. Such alleged manipulation could have made it more difficult for authorities and investors to determine the company’s true financial position.
The agency has also flagged alleged irregularities in land transactions. According to the investigation, certain transactions were structured in a manner that allegedly suppressed the actual consideration involved and helped avoid statutory obligations.
These allegations are part of the ongoing investigation, and the financial transactions and documents seized during the latest searches are expected to be examined in greater detail.
Investigation continues across multiple states
The latest searches represent another step in the investigation into the alleged chit fund operation, which authorities believe affected investors across several states.
The freezing of bank accounts is intended to prevent the movement or disposal of funds that investigators may consider connected with the alleged proceeds of the crime. The seizure of cash, vehicles and documents will also allow investigators to examine the financial structure of the company, its directors and related entities.
The agency is expected to analyse the seized records and financial transactions to establish the movement of funds and identify assets that may have been acquired through the alleged proceeds.
The case highlights the challenges faced by authorities in investigating large financial frauds involving companies operating across state boundaries. Such investigations often require coordination between multiple agencies and examination of extensive banking, property and corporate records.
As the probe progresses, investigators are likely to focus on tracing the money allegedly collected from investors, identifying the beneficiaries of the funds and determining the extent of assets connected to the suspected financial transactions.
