Tension escalated in Cuttack over the weekend after violent clashes erupted between groups following a Durga Puja idol immersion procession. The unrest led to the suspension of internet services, a 36-hour curfew, and reports of shop vandalism, as the state administration moved swiftly to contain the situation.
The Spark: Procession, Noise and Dispute
The trouble erupted in the early hours of Saturday, when locals in the Dargah Bazaar area raised objections to loud music accompanying a Durga idol immersion procession passing near Haathi Pokhari. Witnesses said the procession was halted around 1:30 am to 2:00 am, triggering a heated exchange. Objects including stones and bottles were allegedly thrown from rooftops at the crowd, who in turn retaliated.
Law enforcement responded with a mild lathi charge to disperse the crowd. Several people — including civilians and security personnel — were reportedly injured. Among them was the city’s Deputy Commissioner of Police (DCP), whose condition was later described as stable.
By Saturday afternoon, six arrests had been made. Police initiated investigations using CCTV footage, drone surveillance, and eyewitness accounts to identify additional participants.

Escalation and Defiance
On Sunday evening, the Vishwa Hindu Parishad (VHP) organized a motorcycle rally, allegedly defying administrative orders. The rally route passed through previously volatile zones, including the Dargah Bazaar, and concluded in the Sector 11 area of Cuttack Development Authority (CDA).
Along the path, reports emerged of CCTV cameras being damaged, shops vandalised, and fires set in the Gourishankar Park vicinity. The rally sparked fresh confrontations, prompting police to again intervene and invoke measures to control the crowds.
Internet Suspension & Curfew
In response to the violence and to prevent circulation of inflammatory messages, the Odisha government imposed a 24-hour internet suspension effective from Sunday evening. The shutdown covered mobile and broadband services, and was applied across the Cuttack Municipal Corporation area, CDA, and 42 adjoining Mauza regions.

Authorities later extended restrictions by declaring a 36-hour curfew across several police station areas including Dargah Bazaar, Lal Bagh, Mangalabag, among others. Strict prohibitory orders and enhanced security deployment were put in place.
The internet ban and curfew were declared under statutory provisions aimed to maintain public order and stem the spread of misinformation.
Appeal for Calm & Political Fallout
Chief Minister Mohan Charan Majhi, who also oversees the Home Department, expressed deep regret over the disturbances. He appealed to Cuttack’s citizens to preserve communal harmony and threatened stern action against those responsible.
Opposition voices were swift to respond. Former Chief Minister Naveen Patnaik, now BJD president, criticized the handling of law and order, alleging police inaction and demanding accountability. Local Congress leaders and MLAs from Cuttack also urged transparent probe and punishment for offenders.
A 12-hour bandh (shutdown) was called by the VHP on Monday to protest perceived administrative failure. The bandh coincided with curfew and heightened security, further intensifying concerns in the city.

Broader Implications & Observations
- Symbolic flashpoint: The dispute over processional music reflects how religious and public space norms can become triggers in sensitive communal contexts.
- Digital blackouts: Temporarily cutting off internet and social media is becoming a standard response to communal flareups — effective in halting rumor spread, but controversial over civil rights implications.
- Vulnerability of civic infrastructure: Damage to shops, surveillance systems, and public property underscores fragility of order in high-tension zones.
- Trust in institutions: The episode will test how quickly police, the state government, and the administrative machinery can regain public trust through transparent investigation and justice.
