Parliament has suspended for the day as opposition regarding the Bihar SIR & other key issues

Both Houses of Parliament were adjourned for the day due to protests from Opposition members who were calling for a discussion on several important matters, including the Special Intensive Revision of voter rolls in the upcoming Bihar elections.

The Lok Sabha was adjourned following opposition protests that demanded a conversation regarding the ongoing voter roll revision in Bihar. Meanwhile, the government accused them of exhibiting “double standards” by requesting a debate while simultaneously disrupting the House.

When the House reconvened at 2 pm after two previous adjournments on the second day of the Monsoon session, opposition members surged to the Well of the Lok Sabha, insisting on a discussion and the reversal of the Special Intensive Revision (SIR) initiative launched by the Election Commission in Bihar ahead of the assembly elections scheduled for later this year.

Dilip Saikia, who was presiding over the session, repeatedly urged opposition MPs to return to their seats and allow the House to proceed with its business. As the protests persisted, Parliamentary Affairs Minister Kiren Rijiju rose to denounce the opposition’s conduct.

He stated that it was agreed during the Business Advisory Committee meeting on Monday that the first topic for discussion would be Operation Sindoor, and the time allocated for it had already been established. “Only the rule governing the discussion will be determined. They come here with placards and breach the rules; I condemn this,” Rijiju remarked.

“They are requesting a debate, and we are prepared for it, but they are preventing the House from functioning,” he criticized, taking aim at the opposition. He noted that these “double standards are unacceptable; on one hand, they call for a debate, and on the other, they create chaos like this,” he added.

Rijiju emphasized that the government is ready for discussion, but the opposition is squandering Parliament’s time. He condemned the actions of the Congress and other parties. Earlier, when the House reconvened at noon, BJP member Jagdambika Pal, who was presiding, called on the opposition party floor leaders to instruct their members to return to their seats and enable the House to operate.

“The government is prepared to discuss any matter permitted by the Speaker according to the rules. I urge you to return to your seats,” stated Arjun Ram Meghwal, Minister of State for Parliamentary Affairs. Pal also requested that opposition members refrain from displaying placards and instead submit their demands in writing during the Business Advisory Committee meetings. As the disruption persisted, Pal adjourned the proceedings until 2 PM.

When the House convened at 11 AM, opposition MPs, including those from Congress, were standing, insisting on a discussion regarding the revision of electoral rolls in Bihar and Operation Sindoor. Agriculture Minister Shivraj Singh Chouhan appealed to the opposition members to return to their seats so that the House could address questions concerning farmers during the designated Question Hour.

Speaker Om Birla intervened, informing the opposition MPs that chanting slogans and displaying placards diminished the dignity of the House. He subsequently adjourned the House until noon. The House was unable to function on the first day of the session on Monday due to repeated adjournments caused by opposition protests demanding a discussion on Operation Sindoor.

Operation Sindoor involved armed forces targeting Pakistani terror sites and defense installations for three days starting May 7, following the Pahalgam terror attack on April 22, which resulted in 26 fatalities. The Rajya Sabha was also adjourned for the day without conducting any business after uproar from opposition members regarding various issues, including a discussion on the SIR of electoral rolls in Bihar.

Earlier, the Upper House experienced two adjournments during the pre-lunch session before it was finally adjourned shortly after convening at 2 PM. Shortly after the House convened, Deputy Chairman Harivansh announced that Shipping Minister Sarbananda Sonowal would present a motion for the consideration of The Carriage of Goods by Sea Bill, 2025.

Members of the Opposition stood up, chanting slogans in support of their demands, prompting the Chair to request that they return to their seats. As the disruptive members persisted in their uproar, Harivansh decided to adjourn the House for the day. The Rajya Sabha is scheduled to reconvene at 11 AM on Wednesday.

During the first half of the session, the House was adjourned twice due to disruptions caused by Opposition MPs who were demanding discussions on the Election Commission’s SIR regarding electoral rolls in Bihar. After the House convened for the day and the listing of papers was completed, Opposition members again stood up, raising slogans in support of their demands, which included discussions on the Pahalgam attack, Operation Sindoor in the presence of Prime Minister Narendra Modi, as well as the SIR issue.

Several Opposition members, including those from the Congress party, had submitted adjournment notices to suspend the day’s business and initiate an immediate discussion on the SIR issue. CPI member P Sandosh Kumar had submitted a notice to discuss the “unexpected and unprecedented” resignation of Vice President Jagdeep Dhankhar. The morning session was adjourned until 12 noon just minutes after it began, following Deputy Chairman Harivansh’s rejection of 12 adjournment notices from Opposition members on various issues under Rule 267.

When the House reconvened at 12 noon for the Question Hour, the Opposition’s protests continued, with many members raising slogans.

Ghanshyam Tiwari, who was presiding over the proceedings, informed the House about a notification (dated July 22, 2025) from the Ministry of Home Affairs regarding the immediate resignation of Vice President Jagdeep Dhankhar. He then adjourned the House until 2 PM as the Opposition members continued their disruptive behavior and shouted slogans.
